Obtaining a Learner's Permit
The process for obtaining learner’s permits is very similar for all Virginia teens, homeschooled or otherwise. However, there are a few additional considerations for some homeschooling families.
The learner’s permit is obtained in person through your local DMV office. A teen must be at least 15 years and 6 months of age and must be a legal resident of Virginia. Both paperwork and testing are required.

Learner’s permits are no longer handed out over the counter at the DMV, but are now mailed to the applicant.
Teens under age 18 must possess their learner’s permits for at least 9 months before applying for a driver’s license.
