Obtaining a Driver's License
The process for obtaining driver’s licenses is very similar for all Virginia teens, homeschooled or otherwise; the DMV has extensive information on their website. However, there are a few additional considerations for some homeschooling families.
Virginia teens under the age of 18 may obtain a driver’s license after they have:

Held a valid learner’s permit for at least 9 months

Completed both the classroom and the in-car/behind-the-wheel components of the driver education course

Completed at least 45 additional driving hours in-car with an adult

Passed a road skills test given by a DMV employee or a driver education instructor
These general requirements are the same for all teens, homeschooled or otherwise. However, the bureaucratic procedure for acquiring a license is a little different for homeschooled teens who take parent-taught in-car/behind-the-wheel instruction.
Possible Options for Fulfilling this Requirement Include:

Parent-taught instruction IF you are currently homeschooling

A local public school (through part-time enrollment, after school programs, adult education programs, or summer school)

A local private school (through part-time enrollment or after school programming)
Availability of some of these options may vary depending on location. Public schools and private schools are not required to make driver education courses available to homeschooled students.
School-taught in-car/behind-the-wheel courses include the road skills test. After you pass the road skills test, your driving instructor is responsible for collecting all the required paperwork, awarding a 6-month temporary license, and sending paperwork to the DMV. You will not need to visit the DMV.
Parent-taught in-car/behind the wheel courses do not include the road skills test. Once the component is completed and all other requirements are completed, the student will take the road skills test at the DMV. The DMV will then collect all required paperwork and award a 3-month temporary license.
Virginia teens who are 18 years old or older have two options to obtain their license:

Hold their learner’s permit for 60 days; complete a behind-the-wheel checklist with the help of an adult, licensed driver; and pass the DMV road skills test

Complete a state-approved driver education program, which waives the 60-day learner’s permit and DMV road skills test requirements
New drivers aged 18 or older will receive their permanent license in the mail from the DMV.
